# Härtegradmodell: The 5-Level Savings Realization Framework

## What it is

A classification framework from German procurement controlling
(Einkaufscontrolling) that tracks how cost-saving initiatives progress from
initial idea to verified P&L impact. The name encodes the core logic:
*Härtegrad* — degree of hardness — measures how concrete and bankable a
saving actually is.

## The five levels

- **Härtegrad 1 — Target Adopted** (*Zielwert verabschiedet*) — soft.
  Direction set, no concrete measures identified yet.
- **Härtegrad 2 — Potential Estimated** (*Potenzial abgeschätzt*) — soft.
  Measures identified and quantified, no governance approval yet.
- **Härtegrad 3 — Approved & Planned** (*Maßnahme definiert*) — ★ planning
  threshold. Governance-approved, milestones and accountability assigned.
- **Härtegrad 4 — Operationally Realized** (*Maßnahme umgesetzt*) — hard.
  Contracts signed, processes restructured.
- **Härtegrad 5 — Effect Verified** (*Maßnahme ergebniswirksam*) — verified.
  P&L effect measurable and audited by controlling.

Only Härtegrad 3 and above should count as results-effective in financial
planning. The line between Levels 2 and 3 is the model's core operational
discipline: ambition vs. commitment.

2000s and is now applied across restructuring programs, operational due
diligence, Lean management, and operational excellence programs in
manufacturing and financial services. It is not part of any formal standard
— it is a practitioner tool that became the most common method to fulfill
IDW S6's measure-tracking requirements.
